The Cattle Market, Alcester Road, Stratford upon Avon

 

Stratford Voice objects to this detailed application for the following reasons:-

 

1. There is still insufficient space allocated to the transport interchange for the required coach park and  public toilet accommodation for those using the interchange.

 

2. The proposed traffic light installation on the Alcester Road will cause delays to the flow of traffic especially so close to the existing traffic lights.

 

3. The dual traffic flow proposals from Alcester Road to Western Road will provide a ‘rat run’ enabling traffic to emerge  in the Birmingham Road without using Arden Street.

 

4. Western Road is narrow and used by the existing  small industrial units as an unloading bay  due to the long lorries being unable to access the yard spaces.  We believe the traffic flow should be in one direction only.

            Re Application Nos 09/01283/FUL

Fairground Rides on The Recreation Ground, Swans Nest Lane, Stratford upon Avon

 

Stratford Voice have carefully examined and considered the above application sent to us for comment on 22 April 2010.

We consider this application should be rejected for the following reasons:-

 

A. The Recreation Ground was gifted to the people of Stratford Town for their use. Turning it over to commercial fairground use is inappropriate.

 

B. Once agreement is given to these rides, it creates a precedent for additional fixtures to follow.

 

C. The site is subject to flooding, rendering it unsuitable for this type of activity.

 

D. This piece of land has been the subject of many ideas on how it could be used for public enjoyment. Clearly, the economic situation means any ideas must be put on hold. Additionally, the reopening of the theatre will change the ambience of that part of the river on both sides. To hand out a permanent licence for fairground rides at this stage seems ill considered. Surely, we should be assessing the impact of the completed theatre development before taking any decision which locks us into a long term agreement.

 

Please reject this application.

Core Strategy

Re: Consultation - Core Strategy.

 

Stratford Voice objects to the Draft Core Strategy as the anticipated numbers of new dwellings has not been approved by the Government and will not be until after July  2010. (And that depends on the result of the General Election)

 

The target number for the District should not be increased from 5,600 to your proposal of 20,000. Stratford’s infrastructure, schools medical, roads and drainage will not cope with such a large increase.

 

Additionally, further large scale developments around the town will change the towns historic character and severely reduce its attraction as a tourist venue.

 

In our opinion there are plenty of sustainable brown field sites where settlements could be built in the district without green field sites around Stratford being developed as presently envisaged.

 

We would also suggest that only very limited small scale expansion is allowed in Stratford before 2016. We are informed that the building industry has no confidence in its prospects before that date.

We consider that all these outline applications should be delayed until after the Council Moratorium has expired. Also the strategy being followed by the Council is working off proposals that will not be confirmed until the end of July at the earliest, depending on the result of the General Election.

 

No decisions should be taken at this time.

Redrow Homes

 

 

We have considered the information supplied to us by Redrow and whilst we consider the proposal much improved, it still does not meet with the Town’s wish (and desperate need) for a proper bus, coach, rail interchange. Seven ‘layover’ places is hardly an interchange!

 

We have concerns that the access from Alcester Road traffic lights will cause yet more congestion, as already seen on Birmingham Road.

 

The proposal to have dual traffic flow will cause great problems with Western Road units and will create a ‘rat run’ between Alcester Road and the Birmingham Road avoiding Arden Street.

We consider the elevations much improved. However, we still feel that this development is premature and should wait until the town centre shopping has improved.

 

We also believe that as a condition of granting planning permission a written undertaking must obtained from the County Council agreeing to fund and provide  the bus service required for the ‘Park and Ride’ element.
